In the same report of the Adjutant General is found the following statement regarding the population of counties and the number of persons subject to draft on the basis of the census of 1860: "The total population of the counties above enumerated at the census of 1860 was 715,595. The proportion of persons residing therein who are subject to draft is as 1 to 857-1000. The counties which have made no returns are Alcona, Alpena, Chippewa, Delta, Gratiot, Grand Traverse, Houghton (included with Keweenaw in 1860),
