It became necessary for the Governor to appoint commissioners to superintend the draft, while the sheriffs and clerks of counties were constituted recruiting officers. The Adjutant General issued orders determining the quota to be raised in each county, taking the census of 1860 as the basis, while the number of men which had been furnished by each county after July 2d was made up from the special returns of regiments.
