General Copeland reported on the morning of the 5th to General Meade, and was ordered to proceed to Washington at once with dispatches to the Secretary of War. These were prepared by General Seth Williams, and by 12 o'clock he was on the road to Washington.,
On the 9th he arrived and reported to Secretary Stanton. On the 14th he was ordered to establish a Draft Rendezvous at Annapolis Junction, and for that purpose was sent there and proceeded to organize.
When all was prepared for the establishment of headquarters, General Gregg ■ was ordered there and Copeland was ordered to Pittsburg with his staff, to es tablish the Draft Rendezvous there. This was accomplished and its headquarters were established seven miles from Pittsburg, by the first of September.
