A commission was appointed by the War Department, which decided that the 4th Michigan cavalry was entitled to the reward for the capture of Davis, and directed how it should be distributed. But when the appropriation came before Congress a claim was set up by the 1st Wisconsin cavalry, which deferred the passage of the bill from time to time until the close of the session, July, 1868,
