Colored Infantry Civil War

Regiment Coloed Infantry
102D U.S.

Yours truly,
EDWIN M, STANTON,
Secretary of War. His Excellency, Austin Blair,
Governor of Michigan, Jackson.
War Department, Adjutant General's Office,
Washington, D. C, July 25th, 1863,
